2009 CDCRA Rulebook


The following are "common sense" type rules. Our objective is to minimize the need for rules changes. Do not attempt to build a Dwarf Car without first contacting a CDCRA board member for rules clarifications. If a car is built that does not meet CDCRA specifications it WILL NOT compete in CDCRA events. The Board of Directors reserves the right to make rulings based on the intent to preserve the concept of Dwarf Car racing and in the interest of fair competition. The following rules are for CDCRA Dwarf Cars. The rules, regulations and specifications set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for said events. These rules shall govern the condition of all events, and by participating in these events, all licensees will be deemed to have complied with these rules. No express or implied warranty of safety shall result from the publication of or compliance with rules, regulations and/or specifications. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death.



BODY REQUIREMENTS

1.Car body will be of 1928 to 1948 vintage coupe, sedan, sedan delivery, wagon, or pick-up truck. Must have been a production car. All frames and roll cages, including firewall, doors, and rear section framing, must be fabricated as a single frame unit, already forming the actual contour and dimensions of the finished body. Sheet metal outside skins must be secured with captive-screw type fasteners, or permanently attached by rivets or spot weld no more than 12” between each attachment point located at the perimeter of each panel where it meets the roll cage, firewall, or trunk framing. Skin must not bulge or gap open between attachment points.

2. No open top cars such as roadsters or convertibles. No convertible body styles with fabricated hard tops or "T" tops. Must be a 5/8-scale replica of a factory stock body. Must have a full roof of metal construction. All roll cage bracing must be left intact, permanently welded in place. Entry and exit of car must be by operational doors only.

3. No foreign makes.

4. All cars will be of all metal construction. No chromemoly, fiberglass, plastic, nylon, carbon fiber, etc. No aluminum for frames or roll cages. Outer skin must be a minimum of 26-gauge steel or .040 thick minimum aluminum.

5. There must be a complete firewall between the engine and the driver's compartment. There must be a firewall between the trunk compartment and the driver's compartment.

6. No unnecessary openings in front or rear firewall, floor pan or drive shaft tunnel. No excessive clearances (1/8" to 3/16" maximum) around steering shaft, shoulder harness or shift shaft that pass into driver's compartment.

7. No fenders of any kind front or rear.

8. Doors and windows must remain stock in appearance and location. Body must be skinned to match its kind (3 window coupe skinned as a 3 window, not as a 5 window, etc.). Right or left door may be shortened a maximum of 6” from the bottom to allow for exhaust clearance. Windows and doors must be near exact scaled size, shape and location. All doors must be hinged to open in the same manner as original factory model of its kind. Trunk or access panels may be 100% removable, (such as fastened entirely with captive-screw fasteners. No rubber. All access panels must conform to or match body style.

9. Each car will have a grill shell and simulated grill or radiator to match its original body style mounted in near stock location and a hood to match radiator size, shape and body style.

10. Functional radiators or oil coolers must be behind the grill or on the left side of the car or out of sight. A functional radiator may be mounted in the trunk area. All air ducts or diverts must be on the left side of the car and shall not extend beyond the front of the motor. All plumbing shall be in the left side of the car unless it is inside of the frame rails.

11. Engine compartment must conform to scale of body length and must match the contour of the body where it meets the right and left side body panels. Firewall or cowling outer skin must be stock appearing in size and shape; only inner panel may be altered. Any hood may be notched, bent or cut in such a manner as not to distract from the stock appearance or on car using a radiator/simulated radiator, hoods may not be altered so as to detract from neat appearance. Bubbles in hood will be permitted for air cleaner clearance. The bubble will not exceed 4” in height and must not detract from the appearance of the car. The bubble may be made of fiberglass or 94-v rated plastics. Engine hoods and shrouds must be made of metal, or non-flammable materials. Hood sides may be louvered.

12. No body shall be over 40” tall from bottom of outer edge to extreme top, including the frame rail. No body shall be over 46" tall from the ground to extreme top. Loaded or unloaded the car must meet these measurements at all times.

13. No body prior to and including 1938 shall exceed 36" in width. No body 1939 and later shall exceed 38" in width, measured at the widest point (usually at the rear door posts).



APPEARANCE

14. At the beginning of each race day, all cars must have all body parts intact. Including but not limited to doors, hood, grill, cowlings and access panels.

15. No front suspension component, mount or bracket shall exceed 2" above the top of a Hoosier RC3 or medium tire with rim mounted to the car, if that component is outside of the frame rails of the car. Projected straight up from the bottom frame rail no rear suspension part shall be mounted to extend outside the cars natural bodylines except through the rear wheel openings.

17. Exhaust and headers must be installed so as not to distract from the stock appearing hood, with the exception of the side panels. Any hood may be cut, notched or bent but only in such a manner as not to distract from its stock appearance.

18. A 1/2" square mesh windscreen is required in place of a windshield only. No glass will be permitted. A vertical steel support bar, at least 1/8" thick and 1/2" wide, welded or attached with threaded fasteners supporting the windscreen is required.

19. No antennas on cars. No transmitting or receiving devices are allowed in cars or on drivers. No rearview mirrors of any kind are allowed.



BRAKES

20. All cars must have working drum or disc brakes on each rear wheel. Steel brake rotors only.



BUMPERS / KICKOUTS

21. Front bumpers must measure no more than 36" wide, no less than 6" high or more than 7 1/2" high. No front bumper will extend more than 6" forward of the front Hoosier tires. Bumper material can be 3Û4”- 1” tubing, with a wall thickness ranging from .060”- .093” stock. The bottom of the front bumper must be no lower than 4" above the ground and no higher than 8" above the ground. Front bumpers must be flat between the frame rails.

22. Rear bumpers must measure no more than 50" wide, no less than 6" high and no more than 7 1/2" high. No rear bumper will extend more than 6" from the extreme rear body panel (8" if the car has a simulated fuel tank). All rear bumpers will have a minimum 3/4" by .065" tubing extending from the outer edge of the rear bumper to the frame rails at approximately a 45-degree angle securely fastened at both ends. Bumpers may not be offset to either side of the frame centerline.



KICKOUTS

23. Refer to WSDCA rules for kick outs Suspension

24. Only steel bodied shocks shall be permitted. No other shock body material allowed. No more than one shock per wheel may be used. No more than four shocks per car may be used.

24a. Only coil over springs will be allowed.

24b. Any suspension component that encroaches the driver’s compartment must be enclosed with sheet metal.

24c. Absolutely no driver-adjustable suspension.



DRIVE LINE

25. Must be shaft driven to an automobile type differential. Steel drive shafts only. Drive shafts must be painted white.

26. Engine must drive rear wheels only. No quick-change rear ends allowed (homemade or otherwise). Floater rear ends are allowed. Drive shafts must be enclosed where they pass through the driver’s compartment. Drive shaft must have at least three 360-degree loops around it, one near each end and one in the center. The drive shaft loops must be constructed of 3/16” x 2” steel. New cars will be required to have oval loops.



ELECTRICAL

27. All batteries must be rear mounted in the trunk area.

28. Batteries must be securely mounted with a metal top restraint (no rubber. i.e. bungee cords). Restraint must also hold the caps on, unless the caps are threaded.

29. All cars must have one, and only one, push- pull master switch. The master switch must be located at the extreme right hand side of all other switches on the right hand side of the dash. All other switches must be of another type, such as toggle. All electrical wiring must be isolated from all fuel lines.



ENGINES

30. Motorcycle engines only. No snowmobile or other special application engines. 1250cc is the maximum allowable displacement. Engines must have been built with less than 1250cc displacement by a factory for motorcycle installation only. Engine must have been from a regular production motorcycle (minimum 500 or more per year). Engine models must have been manufactured at least two years previous to race year

31. No blowers or turbochargers allowed. Fuel injection is allowed only if it was a stock item on that same engine model. In which case, that fuel injection system must remain in its stock factory state. The engine manufacturer's name must be displayed on your Dwarf Car in 1/2" or larger letters.

32. Engines must have all original parts operational including the transmission and clutch. The transmission and the clutch must be in the engine with all the gears operational. The charging system does not need to be operational. Alternator case or external mount alternator may be altered or removed. Engines must be self-starting by the manufacturer's intent.

33. Engine must be cooled by the manufacturer's intent. No added water jackets of any kind. Extra oil coolers and fans are acceptable as long as they do not distract from the original appearance of the car.

34. All engines must be front-mounted, in stock location for your car’s model. Engine must not extend more than 12" to either side of car body centerline.

35. The rearward-most portion of the cylinders may not be located more than 17" from the centerline of the front axle. Any portion of the engine case may extend past 17". An exception would be an engine with a separate transmission, in which case the transmission may be mounted in place of the jackshaft (i.e. Harley).

36. A muffler, good for maintaining 95db or quieter is recommended, and is mandated at some tracks.

37. The following rules applies to fuel injected motors:

Motor must be 2 years old to be legal. The manufacturer model year will determine the year of the engine. The 2 year rule is in effect unless on the approved motor list. Contact CDCRA official. OEM fuel injection only.

Fuel injection may not be modified in any way from its original OEM specifications. OEM ignition systems only. No after market fuel injection allowed. After market boxes that adjust Fuel Curve, Timing and RPM only, are allowed.

The only boxes that are approved are the Dynojet 2,3,and 3R.The Dynojet 3 with the USB is allowed with no external modules plugged in. Any boxes of this type, other than those specified, must be pre-approved by Pit Steward, 30 days prior to the event.

Any car that is discovered to have any other electronic devices other that those outlined above, or who has made any modifications to these allowed boxes, will be disqualified. Timing retard eliminators and gear position indicators are allowed.

No electronic devices will be allowed in the cockpit area or adjustable by the driver.

No other electronic devices that plug into engine or wiring harness are allowed. CDCRA officials will make final determination.

Engines must have stock bore and stroke with no more than 1 mil overbore over the original factory specifications for the engine manufacturer. OEM bore and stroke only. (The 1 mil. over bore is intended for cleanup only, not aftermarket pistons.) Engines will be checked with a bore and stroke gauge and must not exceed manufacturers original cc's for that motor.

Unmodified OEM cylinder heads only.

Camshafts must have stock lift and duration, adjustable cam sprockets are allowed.

2008 Kawasaki ZX10 and 2008 Honda 1000 are not legal until the 2010-racing season. Any questions or requests for more information should be addressed to the WSDCA motor tech person.



FASTENERS

38. All door latches must be a positive device, so as not to open from vibration or upset. Latch must not jam if door is damaged.

39. Hood must be fastened securely by a spring latch, hood pins, bolt and nut, or captive-screw fasteners (no self tapping screws).

39a. All suspension components must be secured with a safety fastener, such as cotter pins, or self-locking nuts.



FRAME

40. All lower frame side rails will be made of 1" x 2" rectangular tubing with a minimum wall thickness of .120" (lower frame rails on right and left sides running from extreme front to extreme rear). No round, oval or square tubing in lower side mainframe rails. There will be a minimum of three cross members in the manned compartment, one at the forward end, one at the rear and one near the center. The cross members will be made of steel only, with a minimum wall thickness of .120". New car cross members will be made of min. 1 1/4” square tubing. New car cages, and door uprights will be constructed of 1 1/4” x .095 wall tubing min. Front support tubes cannot be mounted higher than the cowling, and hood lines (no down tube chassis).



FUEL

41. The only fuel allowed is gasoline. No nitrous oxide, propane oxide, nitro propane, nitro methane or alcohol / methanol. A list of approved fuels will be posted. A fuel not listed or custom blended for octane level must be submitted to Tech, and approved before the event. A car will be disqualified (DQ) for the use of unauthorized fuel. This will include a loss of points and purse for the night.



FUEL TANK

42. Fuel tank must be constructed of metal, approved plastic or an approved fuel cell with a maximum capacity of 5 gallons. It is recommended that you use a fuel cell in a steel jacket enclosure. Electric or mechanical fuel pumps only. No pressurized fuel tanks. A non-leaking fuel cap is required. Tank must be vented so as not to leak fuel in any position. Fuel tank filler neck may not extend beyond either side of the bodyline and must be mounted behind the driver's compartment and inside the outer frame and cage structure. There must be a firewall between the fuel cell and the driver.

43. Manually operated fuel shut-off valve is optional. Off position must be clearly marked and the valve handle painted so as to be seen easily. No fuel lines shall pass through the driver's compartment at any point.



SAFETY

44. All engine drain plugs must be safety wired. All side-mounted carburetors must be secured to minimize the possibility of being knocked off.

45. All inside suspension mounts must be shrouded from the driver's compartment. No sharp edges or protruding objects, which could endanger driver, shall be inside the driver's compartment. All cut and freestanding edges must be folded or molded, such as all four edges of door skin and window openings.

46. Right and left doors must have at least two bars, minimum of .065" wall x 3/4" OD tubing, welded through the mid section of the doorframe. The bar supporting the drive shaft tunnel may be included as one of these, but only on the drive shaft side. A bar welded from the front to the rear posts to prevent intrusion into the driver's compartment is mandatory. The bar must be located at least 4" from the top of the frame rail to the top of the bar. The bar must be at least .065" wall x 3/4" tubing.



SEAT BELTS

47. All cars must have an approved type 5-point racing harness (lap belts, shoulder belts and crotch strap), equipped with a quick release buckle. Lap belts and shoulder belts must be secured to the frame and or safety cage using a minimum of 3/8" grade 8 bolts. Lap and shoulder belts must be a minimum of 3" in width. Lap belts should be mounted at a 45-degree angle to the driver's hips. No belts or harnesses over two years old may be used. Assemblies not marked with the date of manufacture will not be allowed.



SEATS

48. All cars must have a racing approved aluminum seat. The seat will be mounted to the frame on 3/16” min. steel. The seat will be attached at the top with no fewer than two bolts a minimum of 8” apart. The bottom of the seat will be attached with no fewer than two bolts 10”’ apart. The fasteners will be a 3/8” grade 8 fine threads with a 2” flat washer on driver’s side of seat, and retained by a safety nut.

49. Drivers helmet must be approved by the SNELL MEMORIAL FOUNDATION and have a SA2000 or newer sticker attached. No open face helmets will be allowed.

50. All cars must have an approved quick release steering wheel. No jury-rigged removable steering wheel assemblies.

51. All cars must be equipped with a 5 lb approved type fire extinguisher with a visual gauge, mounted on an approved bracket, within easy reach of the driver in the belted position. No tape will be used to hold the extinguisher in place. The extinguisher must be in proper working condition prior to the first race each race night. Extinguisher charge must be dated within one year of race date. All fire extinguishers shall be easily removable with one hand by driver when in the belted position. When a fixed on board fire extinguisher system is used the actuating button must be within reach of the driver while in the belted position. All cars must have a charged and dated approved 21 lb or larger fire extinguisher in their pit area, located near the front of their pit.

52. No radiators or oil coolers will be mounted in the driver's compartment or on the rear deck. No ventilation holes, which are designed to feed air to a cooler, are permitted in the driver’s compartment. Any lines carrying liquid through the driver's compartment must be completely shielded by metal of sufficient strength to prevent bursting.

53. All drivers must wear an approved drivers suit that is at minimum a single layer fire suit. Neck brace and arm restraints are mandatory. Approved fire resistant gloves and shoes are mandatory.

54. The top of the driver's seat must be no more than 68” back from the front axle line, but may be less if desired. The bottom of the seat back must be no more than 63” from the front axel line. All cars shall have a permanent structure bar located not more than 68” back from the front axle line. This bar shall be mounted at such a position as to support the driver's shoulders.

55. The seat pan must be welded into the car. The seat pan must be a minimum of 14-gauge steel.

56. It is mandatory that all cars have a permanent fixed padded bar to act as a headrest. This bar shall be a minimum of 3/4" x .065" tubing or a NASCAR type safety net. The CDCRA Board of Directors must approve all net installations.



TIRES & WHEELS

57. Steel wheels only with a minimum wall thickness of .100" recommended. Wheel diameter is limited to 13" only, with a maximum rim width of 7". No bead lock rims of any kind. A maximum of 6 screws may be used on each wheel to prevent the tire from creeping around the wheel.

58. Approved Hoosier racing tires are required to gain points. Rules 55, 56 and 57 are amended to include the following text: Hoosier 8” wide maximum tread width, with 50 durometer minimum softness and/or Hoosier “Mediums” or “RC-3”. No softening compounds of any kind will be allowed.



WEIGHT

59. No car shall weigh less than 1,000 lb. or over 1,300 lb. without the driver at any time.

60. All ballast must be securely bolted or welded inside of the body and may not extend any lower than the frame rail. No ballast will be mounted outside of the body or frame or inside the driver's compartment. All ballast must be painted white and have your car number painted on it.



WHEELBASE

61. Wheelbase must be 73" + or– 1/2” measured from the center of the front wheel hub to the center of the rear end housing.

62. Track width may not exceed 61" measured from the extreme outside edge of the tires. Track width is defined as the front or rear axle assembly, complete with wheels and tires. The car must he able to pass through a 61" opening.

63. The center of the front axle will be measured from the center of the body as measured from frame rail to frame rail. No offset hubs front or rear more than 1/4”. Offset wheels are allowed.



NUMBERS & LOGOS

64. Numbers must be on your car in five places; on the right and left door, rear access panel and on the roof so it can be read from the right side of the car. These numbers must be a minimum of 12" in height and the width must be 2/3 of the height, except for the #1. Car number is required on the driver's left front upper corner of the windshield; in 2" contrasting numbers visible from 20 feet away. Unless previously grandfathered by the Board, no roman numerals may be used nor numbers with more than two digits will be used.

65. All cars must carry the words "DWARF CAR" in letters no smaller than 2" high and in plain view on the car body. The CDCRA sticker must be displayed on your car and will meet the requirements for this rule. Cartoon characters are optional.

66. The year and make of the car shall be displayed in 1" or larger letters on the car.

67. All cars and car numbers must be registered or reregistered by March 1st of each racing season or that number becomes available to all other paid club members. This does not apply to the prior years champion, his number is reserved for as long as he is the points champion, if he uses the number 1. The number 1 shall always be reserved for the points champion car owner.



RULES OF CONDUCT

68. Drinking of intoxicating beverages or the illegal use of controlled substances on the racing premises or at any CDCRA event is strictly forbidden. Any person who shows evidence of having partaken of alcoholic beverages or drug use will be required to leave the racing premises immediately and may be subject to a fine of not less than $50.00. The use of illegal drugs at any time will be cause for immediate, indefinite suspension and/or a fine of not less than $250.00. Track management may permit the drinking of intoxicating beverages after the conclusion of the last race of the program.

69. All drivers must sign in, pay the entry fee, and pass technical inspection before they are permitted to take their car on the track. A pill draw will determine a car’s placement in the event in lieu of qualifying laps. Any not attending the roll called drivers meeting will start at the back of their assigned heat.

69a. A car, which is unable to compete in its heat race, will start at the back of the lowest feature race.

69b. The driver who takes the green flag in a car for qualifying or in a heat race must stay with that car for the rest of the racing program on that day. Any driver who competes in a car that he is not eligible to drive shall forfeit all prize money and points won for that event.

70. For rough driving, intentional or otherwise, a driver will be black-flagged and disqualified from that event. In the event that the track officials miss a violation during the event, the Pit Stewart, or the Referee can also disqualify a driver for rough driving.

71. Any rough driving disqualification may also carry a fine up to $100.00 and/or suspension as deemed appropriate by the CDCRA Board of Directors. Disqualification from the event in which the violation occurred also means loss of points and/or money from that event.

72. Any driver that continues rough driving tactics or is deemed dangerous by the CDCRA Board of Directors may be suspended for up to one year.

73. The car owner is responsible of the conduct of their crew.

74. The CDCRA Board of Directors has the right to refuse or cancel membership to anyone based on that person's attitude. This course of action will require a unanimous vote of the Board of Directors and a written notice to that member. Any member that receives a notice of membership cancellation has the right to a review with the Board of Directors.



COMPETITION RULES

75. After a yellow flag all cars must line up in single file in the order they were running on the last green flag lap prior to the yellow flag being displayed, with the exception of the cars that were involved in causing that yellow flag. Any car or driver causing or involved in an incident that causes a yellow flag or restart flag to be brought out for any reason will restart at the rear of the pack or as directed by the starter. If a car is involved in a second Yellow flag incident it will be Black Flagged and leave the track. If the starter deems a car unsafe for any reason, it will be Black Flagged, and must leave the track. Black Flag penalties for these cases will be scored as a DNF.

76. On a yellow flag restart, all cars must stay in a straight single file line until the lead car has received the green flag.

77. Any car out of single file line and/or passing before the green flag is displayed will be penalized two positions back from the position in which they were to restart or two positions behind their finishing position whichever is further back.

78. Any car that cuts across corners or reenters the infield must do so with caution when re-entering the racecourse and cannot improve his race position. Any car that improves its race position will be penalized two positions back of their finishing position or two positions back from where their infraction occurred, whichever is further back.

78a. Any car that leaves the track for repairs to be made in the "hot pit" or for any other reason may not re-enter the track until there is a yellow flag on the track. The driver will then wait for the track official to instruct them when it is safe to rejoin the field at the back of the field. Track rules may supersede this rule.

78b. At the conclusion of every main event the top five finishers will proceed immediately to the designated Tech. Area for inspection. Stopping first in your own pit will be reason for disqualification (DQ). If the car is disabled or unsafe to proceed to the Tech. Area, the car may be stopped at any safe neutral area, and a Stewart called to assist the car. Unless a fire is involved the driver must remain in the car until the Stewart arrives.

78c. After the last race of the night there will be no starting or driving of cars in the pit areas. This rule applies at all tracks.



PROTESTS

79. Any member may file a protest for any infraction of these rules, or the posted out come of a race within 15 minutes. The protest will describe the infraction in writing, and a $20.00 pledge will be posted with it. If the Board validates the protest, the pledge will be returned. In the case of race results, the word “IN PROTEST” will be placed on the scoreboard, and no monies or trophies will be awarded until the Board resolves the matter. In the case of technical violations the technical Stewarts, and the Board will use the club approved measurement instruments to determine the validity of a protest. In the case of measuring the displacement of an engine, the owner has the option of removing the head. If the car is found in violation of the rules the car will be disqualified (DQ) for the event, and fined $20.00



MISCELLANEOUS PROVISIONS

80. Any rule in this book can be superseded by track management. With the approval of the CDCRA Board of Directors, the track may also choose to impose its own rules.

81. The rules of conduct contained in this book are not all inclusive. The CDCRA Board of Directors will deal with all conduct issues on an individual basis.

82. All of the rules contained in this book are in effect and frozen until the end of race season of 2010, with the exception of any safety rule changes.

83. The CDCRA Board will be the governing body to determine if any change to your Dwarf Car, other than the enclosed compliance rules, is within the "Spirit of Dwarf Car Racing".
